  South-East Queensland residents are now in the grip of the worst drought in recorded history. And are now learning how level five water restrictions will affect them and their way of life. The Queensland Water Commission has been consulting the community on draft details of level five water restrictions - to come into force on April 10 - but will release the final version tomorrow. It is understood there have only been minor changes to the draft list of restrictions released almost a month ago. The commission is expected to announce eased water use limits for nurseries, professional dog and house washers and carwashes, after concerns were raised that businesses could be put at risk. Under the draft measures, nurseries were only allowed to water outdoors for eight hours a week. The final restrictions are also expected to heed a call from motoring bodies to allow vehicle owners to use buckets of water to remove stains, but not completely wash their vehicles. Residents in 12 South-East Queensland shires will only be allowed to bucket-water their gardens twice a week under the new restrictions. The plan is to save 140 megalitres of water a day, as the south-east grapples with the worst drought on record. Town water cannot be used to fill pools, and households that use more than 800 litres a day will receive a "please explain" note and be asked to self-audit their water use. New rules for pool owners in BCC.
November 2007

Under Brisbane level 5 water restrictions from 1st July 2007 pools can only be topped up with town water during set times and ONLY if the premise has a rainwater tank or downpipe diverter installed, as well as three of the following
• Swimming pool or spa cover
• Water efficient showerheads, kitchen and bathroom taps
• Water efficient toilets
• Water efficient washing machine

Eligibility for increased residential rebate requires:
• Internal connection to toilet and/or washing machine tap by a licensed plumber.
• Must comply to minimum total tank capacity of 3000lt
• Must be purchased and installed between 1st July 2007 and 30th June 2008
• To existing homes only.
• Must be in BCC area

ATTENTION Community Groups.

The Federal government has just opened Round three of the "Community Water Grants scheme" for up to $50,000 per application. The grant is open to Schools, sporting clubs and other community groups. But hurry, applications must be submitted by 11am on the 4th July 2007.

Level 5 Restrictions

Level 5 restrictions for South East Queensland came into place on April 10 2005. The Queensland Water Commission offers the following information for residents.

What do the restrictions mean for residents?
Residents are being asked to make significant indoor water use savings - such as 4 minute showers. Specific restrictions include:

  • Gardens - only water existing gardens with buckets or watering cans on allocated days between 4pm–7pm. You can use tank or grey water at anytime.
  • Vehicles - only use a bucket to spot clean mirrors, lights, glass and number plates
  • Pools - From 1 July, only top up existing swimming pools from town water as a last resort and only where a rainwater tank or downpipe rainwater diverter is fitted and the premises complies with three of the following - a swimming pool cover, water efficient taps and showerheads, water efficient toilets, water efficient washing machine
  • New or renovated pools - may only be filled with water sourced from areas not under Level 5 restrictions (ie brought in by truck)
  • High wate users– must submit a water use assessment form to audit their water use and identify saving opportunities.

Brisbane City Council Rebates

The current round of rebates end 30 June 2007. Announcements by Brisbane City Council regarding the 07/08 financial year budget are expected in June 2007. BCC has committed to any tank purchase before 30 June 2007 with three months until 30 Sept 2007 to get the tank installed and forms lodged.
